As a member of JD Finish Line’s People Department, the Sr. HR Compliance Analyst will support the organization through the administration and development of HR compliance programs and policies to prevent legal risk and ensure compliance with employment laws. This role serves as a credible and trusted advisor to the People Department and business leaders, leveraging experience, expertise, organizational awareness, business acumen, a pragmatic mindset and a strong ability to effectively partner with and influence others. Responsibilities

  • Lead, research, and strategize HR Compliance efforts and provide proactive, practical compliance advice across a broad range of HR and employment-related matters such as employee classification, time and attendance, compensation, benefits, and recordkeeping, with a strong focus on wage & hour laws and California law.
  • In connection with leadership and Legal, identifies potential areas of compliance vulnerability and risk, prioritizes high and low risk exposures, and develops/implements corrective action plans for resolution of issues. Must be able to proactively strategize and provide guidance on avoiding similar situations in the future.
  • Partner with HRIS, Payroll, Benefits, and other relevant teams on deliverables related to payroll and time entry (ensure accurate time entry rules and payroll calculations, including meal waivers and PTO/paid sick balances), employee training, onboarding, etc.; proactively notify relevant stakeholders about changes and ensure proactive compliance.
  • Serve as HR compliance subject matter expert for introduction of new technology platforms; possess the ability to understand HRM/WFM platforms/tools and ensure systems are set up for employment law compliance
  • Lead process for monitoring and tracking new and emerging compliance trends, labor & employment laws, and agency enforcement actions that impact company's people and processes. Interpret and simplify laws and policies into easily consumable concepts and regularly keep the People team abreast of applicable changing regulations.
  • Serve as primary leader for maintaining and drafting internal employee policies that are consistent with federal, state and local employment laws; regularly review and revise policies to ensure compliance with changing laws; work with applicable management to obtain all necessary approvals for new policies or amendments to existing policies; execute effective, succinct communication of policy changes to all affected employees.
  • Serve as the subject matter expert for all compliance-related topics, providing guidance to HR team members and cross-functional business partners; provide easily digestible reports to HR leadership on compliance status.
  • In collaboration with Legal, drive and ensure company-wide compliance with federal, state, and local employment and labor laws.
  • Identify, organize, and support the Learning & Development team in the development of mandatory and/or desired employee training modules/presentations; serve as primary adviser on employee training materials, and take the lead role in approving training content.
  • Project manage the annual review/distribution of company policies and oversee rollout of new/reissued policies in collaboration with HR Technology & Operations team members.
  • Must be a strong communicator, both written and oral, and must be able to provide easily digestible, succinct communications to a wide variety of employee populations.
  • In partnership with Legal, advise/collaborate with internal compliance investigations and the resolution of employment-related issues.
  • Promote and lead the standardization and documentation of HR processes; identify and implement process improvements.
  • Responds to known/potential non-compliance events and assists in the mitigation of future compliance risk. Assists and contributes to compliance risk assessments by identifying potential areas of compliance vulnerability, prioritization of HR compliance risk issues, and in the development, maintenance, and publishing of compliance audit findings and plans.
  • Counsel People and business leaders on compliance issues and trends and respond to routine requests for information on policy interpretation.
  • Other duties as assigned.

Required Education and/or Experience

Bachelor’s degree (B.A.) from a four-year college or university or equivalent experience. 4-6 years progressive experience in HR compliance/employment law field, or combination of experience in HR compliance and another functional human resources area, including talent management, learning & development, and/or talent acquisition (with at least 3 years experience focused on employment law/HR compliance). Extensive experience and knowledge providing U.S. federal, state, and local employment law counseling and guidance on day-to-day operational and compliance issues, policies, and processes. Extensive experience reviewing and drafting HR policies and procedures, and advising on compliance issues and solutions in multiple jurisdictions.

Required Computer and/or Technical Skills

Should have basic to intermediate knowledge and abilities with Google Suite and Microsoft Products, including: Microsoft Word, Excel, and PowerPoint, as well as a working understanding of functions and relationships of information in HRIS.
