SSO is committed to a diverse workforce, which is a reflection of our clients and the people they serve. **Medicaid Program Advisor 1 in Albany, NY** **Division of Program Development & Management (DPDM)** **Bureau of Adult Special Populations (BASP)** **Item 1269** **Telecommuting Option:** This role supports a flexible remote schedule, with the potential for primarily remote work. **GENERAL RESPONSIBILITIES** **:** The Bureau of Adult Special Populations (BASP) strives to support people with mental illness, substance use disorder, physical disabilities, experiences with recent incarceration, brain injuries, chronic illnesses and/or intellectual or developmental disabilities to achieve maximum health, independence, and quality of life. Working closely with the Office of Mental Health (OMH), the Aids Institute (AI), the Office of Addiction Services and Supports (OASAS), and the Office for People with Developmental Disabilities (OPWDD), the BASP cultivates excellence in collaboration, program development, special projects, and policy knowledge and implementation. The BASP is seeking a passionate Medicaid Program Advisor to support the team in its mission and goals specifically to support the BASP's priority to optimize data and systems for efficiency and continuous quality improvement. This contracted position exists within the BASP, under both the Special Population Policy and Programming unit, and the Health Home Program unit. Together these two units are responsible for the development and implementation of discrete policy projects as well as the oversight of the state-wide Health Home program which provides comprehensive care management to over 180,000 New Yorkers with complex needs. **Specific responsibilities include:** Works with the Health Home Program team to support Health Home operations and program initiatives as follows: + Serves as the team data and systems specialist. Plans, coordinates and participates in meetings with internal and external stakeholders to create workflows and pathways to promote increased data integration and access. + Utilizes multiple databases and dashboards to create, analyze and present various data to HH Program leadership, State Agency Partners, Health Homes, providers and other stakeholders. + Analyzes data and other performance metrics to inform the development or modification of program operations and/or policy development such as cost reporting and access to member level data for HH providers. + Works as the bureau's subject matter expert on the Medicaid Analytics and Performance Portal (MAPP) or anything that may replace it. + Collaborates with the MAPP team, Division of Data Services and Analytics (DDSA), Division of systems (eMedNY), the Bureau of Privacy and Security (P&S), the Office of Health Services Quality and Analytics (OHSQA), and other data-generating entities to promote improvements to the data environments which impact developments and features that support the program's ability to monitor compliance of Health Homes with DOH Policies, and DOH OHIP compliance with state and federal requirements. + Works with DDSA, the Salient Interactive Miner team, and any other relevant teams to design external data requests + Learns to use Salient Interactive Miner, MAPP Health Home Tracking System (HHTS), PSYCKES, and the Medicaid Data Warehouse (MDW) to complete data requests internally + Serves as a liaison to state agency partners such as the Office of Mental Health, the Aids Institute, the Office of Addiction Services and Supports and the Office for People with Developmental Disabilities related to Health Information Technology + Collaborates with team lead(s) to research, develop and implement initiatives, such as creating value-based payment arrangements. + Works with internal stakeholders such as staff from the Division of Data Services and Analytics (DDSA), Division of systems (eMedNY) and the Bureau of Privacy and Security. + Reviews and responds to inquiries related to data in the shared HH email inbox. + Drives integration of data exchange with Health-Related Social Care Networks (HRSN) to promote strong relationships with HHs + Manages access to various databases and resources. Publishes recurring reports in the Atrium system and any software that may replace it. Works with the Special Populations team to support operations and initiatives as follows: + Serves as the team data and systems specialist. Plans, coordinates and participates in meetings with internal and external stakeholders to create workflows and pathways to promote increased data integration and access. + Utilizes multiple databases and dashboards to create, analyze and present various data to leadership, State Agency Partners, and providers. + Analyzes data and other performance metrics to inform the development or modification of program initiatives such as fiscals and evaluating utilization. Works with the Division of Data Services and Analytics (DDSA) and other data-generating entities to promote improvements to the data environments which impact developments and features that support the program's ability to monitor initiatives, and DOH OHIP compliance with state and federal requirements + Works with DDSA, the Salient Interactive Miner team, and any other relevant teams to design external data requests + Learns to use Salient Interactive Miner, PSYCKES, and the Medicaid Data Warehouse (MDW) to complete data requests internally + Other activities as may be deemed necessary in response to the changing needs of the bureau **Basic Qualifications** + 8 years of professional experience **Additional Qualifications** **:** + Strong interpersonal and communication skills + Ability to prioritize and organize across multiple assignments + Proficiency with Microsoft Office Suite (Word, PowerPoint, Excel, Outlook, Access) along with strong data analytic skills. Proficiency analytics software packages such as + Microsoft Power BI, SAS, SPSS, STATA, and R. + Proficiency with, or willingness to learn, SQL + Ability to present and explain data in a clear and understandable way + The ability to think creatively and strategically in a dynamic and fast-paced environment. + The ability to manage complex projects and deliverables. + The ability to work independently, as well as in a team environment. **Desired Characteristics** **:** + Bachelor's degree is highly preferred. + Five or more years of experience in health care related field to include research, health care policy, Behavioral Health, Substance Use Disorders, or Intellectual and/or Developmental Disability, and quality monitoring or improvement projects. Compensation for roles at Staffing Solutions Organization LLC (SSO) varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience.
