Job Description

Gwinnett County Public Schools is hiring for a Director of District Title IX Compliance. The scope of this position includes oversight for the district’s 142 schools and senior executive team. GCPS supports over 180,000 students and is the largest district in the state of Georgia, and ranks 11th largest in the nation. This director will serve as a corporate compliance leader and have oversight of the district’s regulatory needs for Title IX, Title VI, and Title VII. In addition, the director will serve as a legal advisor to the Chief Human Resources Officer regarding contracts and employment law.

Primary Responsibility

Direct, implement, and facilitate compliance programming for Title VI, Title VII, and Title IX of the Civil Rights Act of 1964. Develop and implement educational programs regarding discrimination and sexual harassment prevention, ensuring stakeholders understand their rights and, where applicable, responsibilities under the law. Collaborate with district leadership to identify and address systemic problems.

Thorough knowledge of federal and state equity laws; knowledge of the theory, procedures, and practices associated with employment discrimination implications and trends, legal methodologies, and research documentation; knowledge of current and emerging legislation, issues, and trends as appropriate to the position; ability to develop and present educational programs and/or workshops; ability to investigate and analyze claims information and to draw conclusions; advanced analytical, evaluative, and objective critical thinking skills and the ability to effectively summarize and present information; conflict resolution and/or mediation skills; strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community; skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.

The ideal candidate will have extensive experience conducting executive-level investigations, reviewing contracts for legal compliance, and establishing prevention training for Title IX, VI, and VII. Additionally, the director will need experience delivering training to senior leaders regarding employment law legislation. This includes sex-based discrimination, harassment and violence, pregnancy discrimination, and hostile work environments. The compliance director must be able to assess and create clear policies, provide guidance for reasonable accommodation, and be able to provide ongoing coaching and training to staff. Therefore, a candidate with a strong legal background is strongly desired.

Work Experience and Requirements

Minimum of five years of professional experience (10 years preferred), within the following areas (or related areas) is required: human relations/resources, personnel administration, investigations, prosecuting allegations of misconduct, and/or policy development and implementation.

Education

Master's degree in a related field required. Advanced degree in law or labor law, such as a Juris Master (JM) or Master of Legal Studies (MLS). Juris Doctor (JD) preferred.

Significant investigatory experience is required. Experience investigating allegations of misconduct and discrimination is preferred. Substantive knowledge of Title VI, Title VII, Title IX, and related federal and state laws is required.

Progressively responsible leadership is required. Experience in developing and presenting educational and training programs is required.
